NCAA men’s basketball committee recommends rule changes by The Sports Network
Indianapolis, IN (Sports Network) – The NCAA Men’s Basketball Rules Committee has recommended implementing a clearly marked restricted area arc where a secondary defender cannot take a charge.
The arc, which would extend three feet from the center of the basket, would take effect in all three divisions in the 2011-12 season if approved by the NCAA Playing Rules Oversight Panel.
The restricted area has been proposed with player’s safety in mind and is intended to limit the number of collisions which occur near the basket on charge/block plays.
An unmarked area directly under the basket was created in 2009, but the rules change would clearly mark the area.
“We have been very deliberate with our research and consideration of this rule. We believe this is the natural progression from all the data and feedback we’ve received,” said committee chair and Notre Dame head coach Mike Brey. “A high percentage of coaches and administrators favored a visual mark on the floor. Our committee was unanimous in voting this into the game.”
In addition, the committee replaced the terms intentional foul and flagrant foul, with Flagrant 1 foul and Flagrant 2 foul, respectively.
Other recommendations by the committee included:
– An option for coaches to request a monitor review by officials at any time during the game.
– In a “double foul” situation, the more egregious of the two fouls will be enforced, as opposed to the fouls being ruled offsetting.
– If a team is late taking the court after a timeout, the officials will issue that team a warning. If the forewarned team is late taking the court again, the officials will whistle for start of play, regardless if said team is ready. No technical fouls will be enforced.
Finally, the committee nominated St. Peter’s head coach John Dunne as the new chair of the group.
